Distance Education in India Open to Foreigners?

Greetings:
My name is Jennifer Kumar. I am an American citizen. Previously I am the first American to earn a Master's from Madras Christian College in Chennai, India. I lived there for over two years and enjoyed it.

Now I am looking to be one of the first foreigners (from US) to participate in a distance education course that will eventually award me a PhD in Indian Culture/History.

I have already started some research. I am very keen on a program through a South Indian University since there would be more focus on South Indian (Tamil or Kerala) history. Of course, I know Madras University (affiliated with MCC) has a distance eduation course and I have contacted someone there through e-mail.

I am leaving this blog post in hopes of...
1. Finding an Indian national who has earned a distance education degree in any subject and have been able to successfully use this degree abroad.
2. Find out specific details about what people liked/did not like about these programs.
3. To get better contact names, e-mail, postal addres, phone numbers etc at the unversities to assure quicker responses to my doubts.
4. Of course also curious to know if a person situated in US can even be eligible to do this!!!Luckily for me I do have in-laws in Kerala so I can also visit regularly and go to 'study centers' if needed.

Did you get any university offering distance learning for NRI's

I did have some conversation with University of Kerala in Trivandrum and Indira Gandhi Open University(out of about 6 programs I contacted). In both situations I would need to be present in India for exams. I could not find a 100% internet based course...some parts had to be done in India ...
